During last decades a large amount of efforts have been done by emerging economies and new industrialized countries in order to and acquiring essential knowledge and technological capabilities for manufacturing and developing complex products and systems (CoPS). As an example, Iran has been doing a lot of efforts in order to acquire essential knowledge, skills and capabilities for manufacturing and upgrading gas turbines and it achieved pleasant and remarkable results. So, this paper aims at investigating the pattern of building and accumulating technological capabilities of manufacturing gas turbines by an Iranian latecomer firm named Oil Turbo Compressor Company (OTC) through applying qualitative approach and case study strategy. The findings show that, the pattern of building and acquiring technological capabilities of manufacturing gas turbines in OTC includes three stages: 1) Buying, assembling and exploiting imported gas turbines; 2) Co-manufacturing gas turbines under license; and 3) Independently manufacturing and producing gas turbines under sanction. In addition, the evolution and dynamism of technology acquisition strategies and technology learning mechanisms in each stage of mentioned pattern have been presented.

Impact of Openness, R&D Capacity, Cross Functional Cooperation and Incentive System on Innovation Performance in Defense Firms

Recently, the need for more innovations on the one hand, and prescription of networking policy on the other hand, have urged these closed firms to open up and interact with others. Due to security issues, openness imposes cost on defense firms. As a result, policy makers and managers have long been facing the question of whether innovation performance of defense firms depends on their openness.To investigate this issue, innovation performance as dependent variable and openness as independent variable were measured using questionnaire in 99 defense firms. Following the literature, research capacity,incentive system and cross functional collaborations were also measured as independent variables influencing innovation. Resulting data was then analysed using structural equation modeling. The results unexpectedly showed that the direct effect of openness on innovation performance is negligible. Nevertheless, indirect effect of openness, via research capacity, on innovation performance was considerable. Besides, incentive system and cross functional collaborations had no meaningful effect on innovation performance of defense firms.

Today, the discussion about energy in all aspects of political, environmental, economic and security of energy is followed with more sensitivity than ever before around the world. Environmental issues and constraints of fossil resources are the two major problems that countries face. One of the strategies to reduce dependence on fossil resources, are Renewable Energies. One type of these renewable energies is wind energy, which is greatly compatible with Iran’s situationThe main objective of this paper is to describe and explain the process of development of wind power plant technology, based on technological innovation system and motors of innovation approach.In this regard, the current state of wind power plant technology in Iran is described. Then, the functions and motors of innovation of wind technological system are explained by data historical analysis method. Finally the relationship between functions of technological innovation system are examined by using of structural equation modeling method

Critical technologies is a useful approach to assessing and ranking technologies or research directions which has been used widely in many countries. Since the assessment and scoring of technologies in this method is carried out based on expert judgments, the accuracy of the results will be heavily influenced by the experts' opinions. Applying fuzzy quality function deployment and using linguistic terms instead of crisp numbers in the evaluation process can improve the results of the conventional methodology of critical technologies. Moreover, using data envelopment analysis enable us to take into account all the criteria and assessment scores. We can also calculate one efficiency score for each technology and finally technologies are ranked with considerable ease. As a case study, the proposed method has been applied for identifying and prioritizing development technologies in IMIDRO. The results have been verified with expert knowledge and showed an improvement compared to the conventional method.

The main objective of this study is to investigate the relationship between patent protection, innovation and export performance. In this regard, two samples (North and South countries) identified and study model estimated using two-stage GMM estimator during 1986 to 2015. The results show that the patent protection was positive effect on exports in both groups of countries so as the elasticity of exports to patent protection in North and South countries was more than 0.15. The results also showed that the elasticity of exports to innovation was positive in both groups of countries, with the difference that the export elasticity in the North countries was larger than in the South. Also, GDP per capita, human capital, foreign direct investment and trade openness had a positive effect on the exports of both groups, although the impact of these variables was greater in the South countries.

As technological advances and environmental changes accelerate, technology-based corporations increasingly understand the need to forecast and comprehend future developments in the environment. Due to the technological conditions and desired criteria, it is not possible to use all methods of technology forecasting simultaneously. Therefore, it is necessary to select an effective and efficient method for forecasting specific technology. Considering the multiplicity of effective criteria on this choice and the difference in the importance between these criteria for choosing the appropriate technology forecasting method, the use of multi-criteria decision-making methods has been considered by the experts of this field. In this regard, this paper aims to provide a framework for selecting the appropriate technology forecasting method. For this purpose, firstly, by review the literature, the appropriate indicators for choosing the technology forecasting method were extracted. After the criteria were finalized with the help of the members of the relevant committee and using multi-criteria decision-making methods, the weight of each criterion was calculated and then the forecasting methods considered for aircraft engine were evaluated and prioritized. The results indicate that the Delphi forecasting method can be used as the best method for technology forecasting in this area.
