شکل گیری قابلیت های فناورانه برای فرارسی در محصولات پیچیده : تجهیزات حفاری انحرافی چاه های نفت و گاز
بخش عمد ه ای از تجهیزات صنعت حفاری که مرتبط با کار در اعماق زمین هستند در زمره محصولات و سامانه های پیچیده قرار دارند . تولید و توسعه این تجهیزات مستلزم برخورداری از قابلیت های خاصی است . این مقاله به مطالعه مراحل شکل گیری قابلیت های فناورانه جهت تولید و توسعه محصولات و سامانه های پیچیده در صنعت حفاری پرداخته است.راهبرد پژوهش مطالعه موردی یک سازمان بوده که با مطالعه مستندات و انجام مصاحبه عمیق با خبرگان صنعت و مراکز علمی انجام گردیده است. به این منظور، از نظرات خبرگان صنعت حفاری برای تأیید و دسته بندی قابلیت های شناسایی شده از مبانی نظری پژوهش استفاده شد. در این مقاله سعی شده است مراحل طی شده در سازمان مورد مطالعه از بدو تاسیس جهت شکل گیری و توسعه قابلیت های فناورانه با هدف حصول به همپایی فناورانه شناسایی و معرفی گردند. یافته های این پژوهش نشان میدهد که این مراحل برای سازمان ها و صنایع توسعه دهنده محصولات و سامانه های پیچیده به ویژه در حوزه صنعت حفاری شامل یادگیری از طریق بهره برداری،تعمیق دانش با خرید و راه اندازی، دستیابی به دانش ساخت به صورت مستقل و در شرایط تحریم می باشد.

فرارسی فناورانه در صنعت اکتشاف و تولید نفت با رویکرد یادگیری و توسعه توانمندیهای فناورانه (بخش ازدیاد برداشت نفت در ایران)
برای اقتصادهای مبتنی بر منابع مانند ایران، مهمترین راه برون رفت از وابستگی به خام فروشی، توسعه فناورانه در صنعت مربوطه است. پژوهش حاضر به بررسی مسیر توسعه و فرارسی فناورانه شرکتهای اکتشاف و تولید ایرانی با تمرکز بر بخش ازدیاد برداشت نفت پرداخته است. این مسیر با رویکرد انباشت توانمندیهای فناورانه از طریق انواع یادگیری تجربه بنیاد و پژوهش بنیاد در دو مرحله بررسی شده است. در مرحله اول، ابتدا با درنظرگرفتن ماهیت صنعت ازدیاد برداشت نفت بررسی شد که کدامیک از انواع یادگیری در آن کاربرد دارد. سپس، با استفاده از روش تحلیل مضمون و مرور معتبرترین منابع، سه مفهوم یادگیری، توانمندی و فرارسی فناورانه در یک چارچوب واحد تحلیل شدند تا مراحل حرکت از انواع یادگیری تا رسیدن به انواع فرارسی فناورانه مشخص شود. در مرحله دوم، دو شرکت اکتشاف و تولید داخلی مورد مطالعه قرار گرفتند تا سطح توانمندی و الگوی فرارسی دنبالشده توسط آنها مشخص شود. یافته های پژوهش نشان میدهد که شرکت اول الگوی فرارسی دنباله روی مسیر را با انباشت توانمندی سطح عملیاتی ازطریق یادگیری تجربه بنیاد درپیش گرفته و شرکت دوم با اضافهکردن سازوکارهای یادگیری پژوهش بنیاد و انباشت توانمندی سطح نوآورانه الگوی فرارسی خلق مسیر را دنبال کرده است.

شناسایی سازوکارهای اثرگذاری توانمندیهای سطح بالاتر برای ایجاد یا ارتقا توانمندیهای فناورانه بنگاه دیرآمد در مسیر فرارسی فناورانه: مطالعه موردی یک بنگاه خودروسازی ایرانی
بنگاه های دیرآمد به لحاظ فناوری شکاف قابلتوجهی با رقبای بین المللی خود دارند. این بنگاه ها برای پُرکردن شکاف فناورانه مذکور، ناگزیر از پیمودن مسیر فرارسی فناورانه هستند. برای پیمودن این مسیر، بنگاه دیرآمد نیاز دارد در هریک از مراحل فرارسی، توانمندی جدیدی کسب کرده و یا توانمندیهای موجود خود را ارتقا دهد. پیشینه تحقیقاتی موجود، توانمندیهای سطح بالاتر یا پویا را عامل ایجاد و ارتقا توانمندیهای بنگاه در چهار مرحله درک ضرورت تغییر، یادگیری، یکپارچه سازی و هماهنگ سازی معرفی میکند. در هر مرحله سازوکارهایی باید به کار گرفته شود که در تحقیقات پیشین مغفول مانده است. پژوهش حاضر قصد دارد از طریق انجام یک مطالعه موردی در صنعت خودروی کشور (شرکت ایرانخودرو)، این سازوکارها را به تفکیک مراحل برای طی مسیر از تقلید صرف به تقلید خلاقانه شناسایی کند. برای این کار از ابزار مصاحبه های نیمه ساختاریافته و روش تحلیل مضمون استفاده شد و 11 توانمندی فناورانه و 20 سازوکار برای ارتقای توانمندی در طول مسیر استخراج شدند. از میان آنها 4 سازوکار در مرحله درک ضرورت تغییر، 8 سازوکار در مرحله یادگیری، 3 سازوکار در مرحله یکپارچهسازی و 5 سازوکار در مرحله هماهنگسازی قرار داشت. نتایج نهایی بهصورت مدلی مفهومی ترسیم و توسط پنل خبرگان تأیید شد..

مسیر توسعه توانمندی فناورانه بنگاههای متأخر در فرآیند فرارسی: مرور نظاممند پیشینه با روش فراترکیب
پژوهش حاضر نحوه انباشت توانمندی فناورانه بنگاههای متأخر را در فرایند فرارسی کشورهای درحالتوسعه موردبررسی قرار میدهد. بررسی پیشینه نشان میدهد که چارچوب جامع و یکپارچهای برای شناسایی توانمندیها و زیرتوانمندیهای فناورانه مرتبط با مراحل مختلف فرآیند فرارسی وجود ندارد. برایناساس مطالعه حاضر در راستای پُرکردن این شکاف پژوهشی انجام شده است و سهم دانشافزایی اصلی آن، شناسایی توانمندیهای فناورانه اختصاصی در هریک از مراحل فرارسی میباشد. دراینراستا با مقایسه و ترکیب یافته های مقالات منتشرشده طی سالهای 1980 تا 2018 میلادی و از طریق بهکارگیری روش فراترکیب، تلاش شده است تا به این سؤال محوری پاسخ داده شود که «توانمندیهای فناورانه موردنیاز در هر مرحله از فرآیند فرارسی کدامند؟». جمعبندی تعاریف مختلف از توانمندی فناورانه، معرفی ارکان اصلی مفهومسازی توانمندی فناورانه، گردآوری گونهشناسیهای مختلف توانمندی فناورانه، مقایسه گام بندیهای گوناگون فرآیند فرارسی، استخراج ساختار سلسلهمراتبی توانمندیهای فناورانه و تعیین توانمندیهای فناورانه مرتبط با هر مرحله از مراحل فرارسی از دستاوردهای اصلی پژوهش حاضر به شمار میروند. برایناساس با درنظرگرفتن شرایط زمینهای، مدیران میتوانند از چارچوب پیشنهادی در این پژوهش برای بهبود توانمندیهای فناورانه بنگاه های اقتصادی و سازمان ها استفاده نمایند.

عوامل مؤثر بر ناکامی فرارسی فناورانه در زنجیره ارزش فولاد ایران
در این پژوهش، با تحلیل و بررسی وضعیت فناورانه موجود صنعت فولاد ایران، به بررسی عوامل مؤثر بر ناکامی فرارسی فناورانه در زنجیره ارزش فولاد ایران پرداخته و راهکارهای سیاستی مناسب به منظور توسعه این صنعت ارائه شده است. به این منظور، از روش تحقیق کیفی استفاده شده است. جمع آوری داده ها از طریق مصاحبه نیمهساختاریافته با 21 نفر از خبرگان صنعت فولاد ایران و روش تحلیل محتوای کیفی انجام شد. سپس، مهمترین و مؤثرترین عوامل در گروه کانونی برگزارشده با 5 تن از خبرگان فولاد ایران انتخاب، مورد بحثو بررسی قرار گرفت و راهکارهای سیاستی ارائه گردید. یافته ها نشان دادند که مهمترین عوامل ایجادکننده شکاف فناوری شامل 5 عامل اصلی و 16 زیرعامل در سه سطح تحلیل ملی، بخشی و بنگاهی میباشند. مهمترین زیرعامل ها با نظر گروه کانونی، ضعف در تحقیق و توسعه، محدودیتهای بین المللی، بوروکراسی های پیچیده و زمان بر در دریافت حمایتها، ضعف تعامل سازنده میان بازیگران، تسلط برخی نهادها و واحدها بر زنجیره فولاد بهمنظور ارائه پیشنهادها انتخاب شدند. از مهمترین پیشنهادهای مطرح شده به منظور غلبه بر عوامل مؤثر بر شکست فرارسی در این صنعت، میتوان به سرمایهگذاری بر روی فناوریهای پایدار با قیمت گذاری مناسب بر انرژی، تامین و هماهنگ سازی و مدیریت منابع به منظور حذف انحصارگری برخی نهادهای تامین کننده و ارتقای رابطه تامین کننده–تولیدکننده، ایجاد نهاد متولی و واسطه و ایجاد مراکز تربیت نیروی ماهر با دانش فناورانه و تزریق در بخش های مختلف صنعت و همچنین بهره گیری از ایرانیان تحصیل کرده در خارج اشاره کرد.

صنعت دفاعی کشور طی فرایند فرارسی فناورانه، توانمندیهای فناورانه موردنیاز بخشهای مختلف خود را توسعه داده است که در برخی موارد، منجر به حذف شکاف فناورانه موجود و افزایش توان رقابتی کشور در حوزه دفاعی شده است. بااینوجود، فرارسی فناورانه موفق نیازمند شناسایی عوامل حیاتی قابلتوجه در صنایع مختلف بخش دفاع نظیر صنایع دریایی میباشد. دراینراستا هدف از پژوهش حاضر، شناسایی و تبیین عوامل حیاتی موفقیت فرارسی فناورانه در صنایع دریایی بخش دفاع است. در این پژوهش اکتشافی و کیفی، ابتدا فارغ از صنعت یا حوزه خاص، عوامل حیاتی موفقیت فرارسی فناورانه از مبانی نظری و پیشینه پژوهش استخراج شدهاند. در ادامه با استفاده از راهبرد نظریه دادهبنیاد و با تکیهبر مصاحبه با خبرگان، یافتههای حاصل از گام اول در صنایع دریایی بخش دفاع موردبررسی قرار گرفتهاند. برایناساس حمایت از صنعت و تولید داخلی، تقویت نقش نیروی انسانی متخصص، تدوین قوانین و مقررات مناسب، اشاعه فرهنگ خودباوری، تقویت توانمندی فناورانه صنایع دفاعی، ارتقای سطح یادگیری به شیوه رسمی، تقویت نقش مالکیت و تقویت نقش مراکز پژوهشی بهعنوان عوامل حیاتی موفقیت فرارسی فناورانه در صنایع دریایی بخش دفاع جمهوری اسلامی ایران شناسایی شدند.

ارزیابی توانمندیهای فناورانه و نوآورانه بنگاههای صنعت پلاستیک ایران: موانع رسیدن به پیشروها (فرارسی)
به دنبال بحران مالی ۲۰۰۸، کشورهای تازه صنعتیشده تاکید مجددی بر اقتصاد صنعتی با رویکرد رسیدن به پیشروها (فرارسی) داشتهاند. در این رویکرد، ارتقای توانمندیهای فناورانه و نوآورانه از یکسو و بهبود توان رقابتی از سوی دیگر جایگاه ویژهای دارد. این پژوهش، با ارزیابی توانمندیهای فناورانه و توان رقابتی در بنگاههای صنعت پلاستیک به دنبال نشاندادن تصویر روشنی از ابعاد توفیق بنگاهها و موانع موجود در مسیر رسیدن به پیشروها (فرارسی) میباشد. بدین منظور پرسشنامهای جهت ارزیابی 55 شرکت برتر براساس 12 مؤلفه تکمیل شد و مصاحبههای نیمهساختاریافته نیز صورت گرفت. تحلیلها نشان داد که نقطه قوت این بنگاهها، توانمندیهای مهندسی فرایند، اجرای پروژه، و پیوند و شبکهسازی است. اما ضعف آنها در توانمندیهای مکمل، پیش از سرمایهگذاری و یادگیری کاملاً مشهود میباشد. سپس، شرکتها بااستفاده از روشی در دادهکاوی به نام خوشهبندی، در سه گروه تقلیدگر، تقلیدکنندة خلاق، و نوآور طبقهبندی شده و ویژگیهای تمایزبخش آنها بررسی گردید. در این روش نیز عدم رشد متناسب توانمندیهای مکمل بهعنوان مانع کلیدی در فرایند رسیدن به پیشروها (فرارسی) مورد تاکید قرار گرفت.

چارچوب سیاستی فرارسی فناورانه در واحدهای صنعتی مناطق کمتر برخوردار در ایران
توسعه فناوری در مناطق کمتربرخوردار خصوصاً در واحدهای صنعتی از اهمیت بالایی برخوردار است. یکی از مسائلی که مناطق کمتربرخوردار با آن مواجه هستند، عدمامکان مواجهه با تغییرات فناوری و جبران عقبماندگیهای موجود است. برایناساس در کشور نیز برنامههای مختلفی جهت جبران عقبماندگیهای مذکور در 20 سال اخیر انجام شده است، اما اکثر این برنامهها با شکست مواجه شدهاند. بدینجهت ضرورت دارد تا با نگاهی علمی چارچوبی سیاستی جهت فرارسی فناورانه واحدهای صنعتی در مناطق کمتربرخوردار پیشنهاد شود. طبق آمار معاونت علمی و فناوری ریاست جمهوری و صندوق نوآوری و شکوفایی، 12 استان کمتربرخوردار کشور (کهگیلویه و بویراحمد، ایلام، هرمزگان، اردبیل، لرستان، آذربایجان غربی، کردستان، چهارمحال و بختیاری، خراسان شمالی، خراسان جنوبی، سیستان و بلوچستان و زنجان) کمتر از 10% از شرکتهای دانشبنیان و کمتر از 8% از جذب منابع مالی صندوق نوآوری و شکوفایی را به خود اختصاص دادهاند. الگوی روششناسی در پژوهش حاضر، مطالعه موردی تک نمونهای کلنگر است؛ برایناساس 12 استان مذکور بهعنوان یک کلانمورد درنظر گرفته شدند. براساس یافتهها، 5 گونه سیاستی (جهتدهی منابع، ساختار نهادی و قانونی، بازار، تأمین مالی و جریان یادگیری و دانشی) و 15 سیاست کلیدی شناسایی شدند.
