The aim of this paper is to describe the governmental intervention points in order to encourage Iranian large firms to pursue catch up process through innovation. Large firms play a significant role in economic development. The growth rate of these companies depends on their innovation capabilities. It is difficult for governments to deal with capability development within a firm, they should therefore provide appropriate incentives and opportunities to indirectly promote it. For this purpose, a conceptual framework is developed and presented. By interviewing top managers of large companies and experts from Steel, Pharmaceutical, Power Generation and Car industries of Iran, the proposed framework is enhanced and supported. Although, policies are normally contextual and may differ from one to another industry; some horizontal policies which are common among different industries are revealed and clustered by employing thematic analysis. According to this investigation, provoking the demand side, balancing the bargaining power, financially supporting R&D and innovation activities, trying to remove or reduce the effect of international sanctions and helping the companies to improve their design, implementation and commercialization capabilities are the five major elements which should be considered by the Iranian government.

There are various players including universities, research centers, technology-based firms with different science and technology capabilities in development process of complex product systems. One of the main challenges of these projects is converging among science and technology capabilities of the players. In order to address the problem, a single case study about the design phase of an Iranian regional jet aircraft was selected. <br />To collect data, we made some deep interviews with 18 experts including some project executives, some managers of supreme council of science and technology, some academic and industry experts. Also we used published documents and researchers’ observations. According to the research conceptual framework, the process of convergence among science and technology capabilities of the players was analyzed from three viewpoints including convergence mechanisms, organizational capabilities of integrator and players relationships. We investigated seven challenges occurred in the project and the eleven selected tools to solve them. <br />One of the main outcomes of this research was deepening researchers and managers’ understanding about making convergence in CoPS projects. The main findings of the article were the need to use various convergence tools based on different stages of a CoPS project improvement, and the uniqueness of convergence tools in these projects.

The large data in the collaboration for scientific and techological productions need to precise ‎quantitative analysis for facilitating policy making process. Triple Helix Model (THM) was ‎designed ‎for describing and accounting for interactions between university, industry ‎and ‎government within innovation and development process. Triple helix dynamicity is measured ‎by using the concept of entropy which was ‎introduced in Shanon's information theory by ‎enriching it to mutual information. In this paper, we study THM approch to reveal a way for using ‎this acceptable approch in analyzing networks, institutions, and intern‎ational collaborations for ‎facilitating development of STI in national and enterprise levels.‎

Defense industry is one of the most important users of new technologies in the country that plays an active role in the innovation process. In recent years the importance of science and innovation cooperation networks in the areas of defense is well understood and to networking capabilities of the elite, universities, research centers and knowledge – based companies “Center of scientific cooperation and the elite affiers” was established to creation and development of scientific network of Defense industry. So far, the mission of the Center of scientific cooperation and the elite affairs has not yet fully achieved and there are many barriers along the way. The study focused on the offices of mediator in the network, by using of a qualitative approach major obstacles to the formation of effective networks in the field of defense industry were identified. To this end After reviewing the literature and concepts of scientific collaboration and innovation’s network, interviews with 10 officials of the offices of a mediator in one of the main networks in the Defense industry by thematical analysis method was analysed and ultimately in the form of major and minor themes were defined. The results show that barriers to staff, environmental condition and managerial and structural elements decreases the effectiveness of the mediator's offices to play their role in the network.

In recent decades streams of technological spillover to countries, especially developing countries, have been considered, because these spillovers lead to increased knowledge, creation of competitive advantages, convergence and economic integration. Considering the advantages and importance of this subject, this study investigates the technology spillovers in selected countries of Asia in the period of 2011-1995, using spatial econometric methods. The results are presented in the form of technology spillover effects within countries and internationally. The results indicate a positive indirect and feedback effect of changes in the indicators of human development; research and development expenditures and import lead to knowledge transfer all these results endorse the existence of technological spillover and capacity for absorbing technology in these countries.
