A model for evaluating of performance measurement system for incubators using the Balanced Scorecard method , ANP and PROMETHEE with Mixed data (deterministic, fuzzy and gray)

Abstract

Continuous improvement of incubator performance requires an integrated plan for evaluation of their sub-centers. So, it is necessary to have a good understanding and a detailed plan for evaluating the performance of incubator units. For this reason, important criteria for measuring the performance of the development units of incubator were specified using Balanced Scorecard (BSC) approach. According to uncertainty of data in the real world, different values of criteria should be converted to one format for facilitating analyses and calculations. So, a cumulative distribution function were used for converting 3 formats of criteria values (deterministic, interval and fuzzy numbers) into random variations. Then the PROMETHEE Method were used to evaluate 12 developing units of Qom University’s incubator in 3 seasons (2015-2016). The results show that the indexes for the period of training and the number of shareholders have the most weight and A8 and A10 companies that have a good cooperation with incubator and number of shareholders and innovation of their units were substantially gain the highest rating.
