راهبردهای سیاستی برای نوآوری در توسعه و تولید واکسن با نگاهی به چالش‎های جاری

چکیده

امروزه برخورداری از فنّاوری تولید واکسن، علاوه بر تاثیر مستقیم بر نظام سلامت، اقتصاد کشورها را متاثر نموده، ضمن این‎که به‎دلیل مباحث امنیت‎زیستی، در مباحث دفاعی‎امنیتی نیز اهمیتی مضاعف یافته‎‎است. به‎علاوه، توانمندی فنّاورانه در این حوزه، به‎عنوان پیشران توسعه زیست‎فنّاوری تلقی می‏گردد که به‎عنوان یکی از فنّاوری‎های نوظهور و پیشران توسعه کشورها، مطرح می‎باشد و تاکنون به‎این موضوع از منظر سیاست‎گذاری در کشور، کمتر پرداخته‎شده‎است. پژوهش حاضر بر اساس روش مطالعه اسنادی (با موضوع نوآوری و چالش‎های تولید زیست‎فرآورده‎ها)، مصاحبه عمیق با جامعه‎ای از خبرگان، تحلیل محتوا، استفاده از روش دلفی چندگانه و تحلیل آماری، انجام‎شده تا بتواند با دسترسی به توصیه‎های سیاستی متناسب، برای تفوق بر چالش‎های جاری در توسعه و تولید واکسن در کشور، مورد استفاده قرار گیرد. به‎منظور تحقق اهداف نظام‎سلامت کشور و نوآوری در این عرصه، توجه به 9 چالش اساسی شناسایی‎شده برای توسعه و تولید واکسن، هم‎چنین استفاده از درس‎آموخته‎های آن برای به‎کارگیری در فرآیندهای سیاست‎گذاری این حوزه، راهگشا خواهد بود چنان‎که مهم‎ترین موضوعات سیاستی در قالب 8 گزاره از جمله: تمرکز در سیاست‎گذاری هماهنگ، وضع قوانین تواناساز و توجه به مسائل ژئوپلیتیک، شناسایی گردید.

چکیده [English]

Today, the importance of vaccines becomes more important: by influencing the society's health system, the country's economy is being affected and regarding the bio-security issues, these become highlighted for defense affairs. Moreover, innovation capability in vaccine production is assumed as engine of biotechnology development which is propounded as one of the new emerging technologies which support countries technological development. This study is based on analysis of scientific documents with subject of innovation and challenges in vaccine production, followed by deep interview with experts, content analysis and multiple Delphi method which completed with statistical analysis to be used as policy recommendations. Not long ago, the most important challenge in this field was assumed as technical or budget issues but due to the changed paradigm of vaccine production, other challenges in commercialization have stepped in. The nine identified current challenges and provided enablers/blockers parameters for vaccine development can be used for policymaking in health issues and realization of goals set in domestic health system. Concentrating on integrated policy-making, enabler laws, and regard to geopolitical issues are some of the most important identified policy issues.
