ارائه چارچوب ارزیابی واحد‌های فناور مستقر در پارک‌‌ علم و فناوری دانشگاه تربیت‌مدرس با استفاده از روش اقدام پژوهی

چکیده

با­افزایش اهمیت تحقق اقتصاد دانش­ بنیان و نقش واحد­های فناور مستقر در پارک‌ها به‌عنوان یکی از پیشران‌های اصلی آن، تحلیل و درک عملکرد این واحدها به مسئله‌ای کلیدی برای سیاست‌گذاران و مدیران تبدیل شده است. دراین‌راستا هدف این پژوهش ارائه چارچوب ارزیابی واحدهای فناور مستقر در پارک‌های علم و فناوری و کاربست این چارچوب با­تکیه‌بر روش­ پژوهش کیفی و راهبرد اقدام ­پژوهی است. جامعه موردمطالعه این پژوهش، 45 واحد فناور متقاضی حضور و تمدید استقرار در پارک علم و فناوری دانشگاه تربیت مدرس می‌باشد که از دی‌ماه 1396 تا شهریورماه 1397 مورد ارزیابی قرار گرفته­ اند. براساس مرور پیشینه، سه بُعد راهبرد، بازار و فروش، فناوری و مالکیت فکری و تیم­ کاری و منابع­ انسانی به‌عنوان مهم‌ترین جنبه‌های عملکردی در ارزیابی واحدهای فناور شناسایی شدند. براساس یافته‌های پژوهش، توانمندی فناورانه به‌عنوان مهم‌ترین نقطه قوت و در­طرف­ مقابل مسائل سازمانی و مدیریتی خصوصاً در موضوعاتی نظیر راهبرد تأمین مالی، طرح کسب ­وکار، تقسیم کار، سازمان‌دهی و ساختار سازمانی، توسعه توانمندی منابع ­انسانی، توانایی بازاریابی و حفاظت از مالکیت فکری و دانش فنی به‌عنوان مهم‌ترین نقاط ضعف واحدهای فناور معرفی شدند.

چکیده [English]

With the increasing importance of the knowledge-based economy and the role of S&T parks tenants as one of its main drivers, the performance analysis of the tenants has become a key issue for policy makers and managers. The purpose of this study is to provide a framework for assessment of S&T parks tenants and the application of this framework based on the qualitative research method and action research strategy. The study population of this research consisted of 45 tenants of Tarbiat Modares University Science and Technology Park which have been evaluated from 2016 to 2017. Based on the literature review, three dimensions of strategy, market and sales; technology and intellectual property; and teamwork and human resources have been identified as the differentiating assessment factors affecting performance of the S&T parks tenants. The research findings indicate that the technological production capacity and innovation are considered as the tenant’s strengths and on the other hand, organizational and managerial issues regarding financing strategies, business plan development, division of labor and organizational structure, enhancing of human resource capabilities, marketing ability and protection of intellectual properties are among the key weaknesses of the evaluated tenants.
