شناسایی چالش‌ها و کاستی‌های موجود در مسیر سیاست‌گذاری برای توسعه صنعت محتوای دیجیتال در ایران

چکیده

امروزه صنعت محتوای دیجیتال یکی از منابع ثروت‌آفرینی و رشد اقتصادی در کشورهای توسعه‌یافته می‌باشد. بااین‌حال توسعه این صنعت در کشور علی‌رغم وجود سرمایه غنی ادبی و فرهنگی و ظرفیت بالقوه قابل‌توجه کماکان مغفول مانده است. دراین‌راستا، هدف پژوهش حاضر، بررسی موانع توسعه صنعت محتوا در ایران است. این پژوهش که به ­لحاظ هدف کاربردی و به ­لحاظ روش توصیفی است، در دو مرحله کیفی و کمّی انجام شده است. ابتدا در مرحله کیفی، شاخص‌های پژوهش باتکیه‌بر پیشینه و مصاحبه‌های نیمه‌ساختاریافته با 12 نفر از فعالان صنعت محتوا استخراج و سپس با مشارکت خبرگان دسته‌بندی شدند. در ادامه و در مرحله کمّی، شاخص‌ها با مشارکت 135 تن از فعالان صنعت محتوای دیجیتال و با­تکیه‌بر روش تحلیل عاملی تأییدی مرتبه اول و دوم صحت‌سنجی شدند. یافته ­های پژوهش نشان می­دهد چالش‌های مربوط به دسترسی کسب‌وکارها به علم و فناوری، چالش‌های مربوط به فقدان زیرساخت‌های لازم و چالش‌های مربوط به ناکافی‌بودن حمایت دولت از­جمله‌ مهم‌ترین چالش‌هایی هستند که در مسیر رشد صنعت محتوا در ایران وجود دارند و بیش از سایر حوزه‌ها نیازمند برنامه‌ریزی و اقدام ضروری می‌باشند.

Today, the digital content industry is one of the sources of wealth creation and economic growth in developed countries. Nevertheless, despite the fact that Iran has a rich literary and cultural tradition and other requirement, the development of this industry has been overlooked by the policy makers. The purpose of this study is to investigate the barriers to the development of the content industry in Iran. This research aims to be an applied paper with descriptive methodology which has conducted in two qualitative and quantitative phases. Accordingly, in the qualitative phase, research indicators were extracted based on the literature review and semi-structured interviews with 12 digital content industry specialists and then were categorized with the participation of experts. In the quantitative phase, the indicators were validated using factor analysis (first and second-order) and with the participation of 135 professionals in the digital content industry. The paper concludes that the development of the digital content industry is impaired by the lack of the access to science and technology and necessary infrastructure. Moreover, the industry is not supported by the government and that requires action planning.
