چارچوبی برای محرک‌‌ها و چالش‌های شکل‌گیری انتقال تحقیق و توسعه و مقصد آن

چکیده
انتقال تحقیق و توسعه(ا.ت.ت) به خارج از شرکت‌ها و در سطح بین‌المللی جهت استفاده از فرصت‌هایی مانند هزینه کمتر، دسترسی به دانش‌های محلی، استفاده از سرریز فناوری و ایجاد درک بهتر از نیازهای بازار محلی یکی از فعالیت‌های رو به افزایش بوده است که موجب افزایش مطالعات در این حوزه شده است. بررسی نظام‌مند مطالعات تجربی این حوزه می‌تواند موجب شناخت عمیق‌تر این حوزه باشد. مطالعه حاضر، بر اساس فراترکیب مطالعات تجربی در بازه سال‌های 2000 تا 2020 به بررسی محرک‌ها و موانع موجود در تحقیقات بر تصمیم‌گیری و شدت ا.ت.ت و همچنین مقصد این استراتژی پرداخته است. نتایج عوامل متعدد را تشریح می‌کند که محرکی برای اجرای ا.ت.ت و محل آن است. نتایج پژوهش نشاندهنده آن است که شرکت‌ها بر اساس برخی از محرک‌ها مانند ویژگی‌های مقصد و مبدا، تجارب بین‌المللی، مکانیزم صیانت‌پذیری و با انگیزه‌هایی مانند صرفه‌جویی منابع و هزینه،اقدام به تصمیم به ا.ت.ت و تنظیم میزان آن می‌کنند و بر اساس توجه به عواملی مانند شرایط نهادی مقصد اقدام به انتخاب مکان ا.ت.ت می‌نمایند.شناسایی این عوامل منجر به یاری سیاستگذاران جهت توسعه راهکارهایی برای جذب ت.ت در کشور و شرکت‌ها جهت تقویت این استراتژی در درون و شناسایی مکان مناسب برای ا.ت.ت می‌شود.

A framework for the drivers and challenges of the formation of R&D relocation and its destination

چکیده English

Relocating research and development (R&D) outside companies and internationally to take advantage of opportunities such as lower costs,, which has led to an increase in studies in this field. Various studies have been conducted on the phenomenon of R&D Relocation. which requires a review study to identify different dimensions in the study of R&D Relocation. In the present study, based on the systematic review of empirical studies conducted in the period from 2000 to 2020, it has been investigated the drivers and obstacles in the research on decision-making on R&D Relocation as well as the desired location for this outsourcing. The results describe the multiple factors that are driving the implementation of this strategy in R&D and its location. The results of the research show that the companies make a decision on the RDR based on some drivers and with motivations, and they choose the R&D locations based on attention to factors. Identifying these factors leads to helping policy makers to develop strategies to attract foreign research and development in their country and companies to strengthen these strategies within themselves on the one hand and identify the right place for transferring research and development on the other hand.
